Peter the Great – Legacy and Heirs

This portrait from his time as a student in Holland in 1697 shows Peter as ruggedly masculine and practical, quite unlike most royal portraits of the day that posed rulers in foppish elegance and haughty majesty. Peter was a popular military leader as well as an autocratic ruler.

He created a strong navy, reorganized his army according to Western standards, secularized schools, administered greater control over the reactionary Orthodox Church, and introduced new administrative and territorial divisions of the country.
